فرهنگ و تاریخ زرتشتیان بسیار پرافتخار و مثال زدنی است و ریشه و خاستگاهی به غیر از ایران ندارد.
اسفندیار اختیاری، نماینده‌ی زرتشتیان در مجلس، در یازدهمین کنگره جهانی زرتشتیان در پرت استرالیا سخنرانی کرد. متن کامل نماینده‌ی زرتشتیان در مجلس در زیر آمده است:
خشنه اتره اهورهه مزداو
درود بر فروهر پاک بزرگ پیام‌آور آریایی، اشوزرتشت اسپنتمان و درود بر روان پاک جان‌باختگان تا ابد جاوید راه ایران زمین.
خانم‌ها، آقایان و همکیشان گرامی شرکت‌کننده در یازدهمین کنگره جهانی زرتشتیان و برگزارکنندگان زحمتکش و قابل تقدیر این همایش جهانی، از حضور، همفکری و همازوری شما بزرگواران سپاسگزارم.
از سوی دیاری با انسان های شریف، از مرز پر گهر، از زرتشتیان پاک نهاد، از زادگاه اشوزرتشت اسپنتمان؛ نخستین پیام آور یکتاپرست، از سرزمینی به استواری دماوند و با فرهنگی چون نوروز و مهرگان، از سرزمین کورش و آرش، از ایران اهورایی، خاستگاه زرتشتیان، که با جان و دل برای پیشرفت آن تلاش کرده اند، پیامی پر از شادی، دوست داشتن، مهر و محبت برای شما عزیزان آورده ام.
فرهنگ و تاریخ زرتشتیان بسیار پرافتخار و مثال زدنی است و ریشه و خاستگاهی به غیر از ایران ندارد. ایران سرزمین مادری زرتشتیان است، زرتشتیان و پارسیانی همچون شادروان مانکجی و مارکار، که برای پیشرفت و گسترش آن کوشیدند و باید کوشید، چون بخش مهمی از هویت ماست و زندگی و پیشرفت بدون هویت واقعی، معنا ندارد و همیشه باید تکرار کرد که:
چو ایران نباشد تن من مباد
ما زرتشتیان در هر کجا که زندگی می کنیم، یک خانواده هستیم. زبان، خط، آداب، سنت ها، میراث ملموس و به ویژه میراث ناملموس ما زرتشتیان، روح و روان ما است. اعتبار ما و هویت ماست. نکته ارزشمندی که همه باید در سرلوحه کاری خود قرار دهند، این است که بزرگترین سرمایه زرتشتیان، نیروی انسانی و بخصوص جوانان آن می باشند. همگان باید در توسعه و رشد این سرمایه ارزشمند بکوشند. آموزش درست بر مبنای آموزه های اشوزرتشت اسپنتمان، استفاده بهتر از سرمایه های معنوی و بکارگیری سرمایه مادی در این مسیر می تواند راه گشا باشد. راهبرد مهم برای آن نیز، بکارگیری تمام ظرفیت های جامعه زرتشتیان در سراسر جهان برای افزایش ارزشمندی نیروی انسانی است.
با هم بودن، با هم فکر کردن و در شرایط سخت، کنار هم بودن، رمز این راهبرد خواهد بود. امیدوارم این نگاه، در تمام برنامه های اجتماعی در نظر گرفته شود. امیدوارم.
با آرزوی ایجاد پیوندهایی عمیق تر و همدلی بیشتر، بهترین ها را برای شما همکیشان ارجمندم از درگاه اهورامزدا خواستارم.

Message of the Iranian Zoroastrians’ M.P. to the 11th World Zoroastrian Congress
خشنه اتره اهورهه مزداو
Xshnaotra Ahurahe Mazdao
Blessings to the Glorified Fravahar of the Aryan Prophet, Ashu Zarathushtra Spentemen, and Blessings to the everlasting Sacred Souls of all Iranian Martyrs.
Ladies and Gentlemen, respected fellow co-religionists and the participants of the 11th World Zoroastrian Congress, and the honorable and diligent organizers of this World Congress, thank you for your presence, consideration, and sense of collaboration.
I’m bringing my message from Iran, from the Land of noble men and women, from the sanctified Land, from the true-hearted people, from the birthplace of Ashu Zaratushthra, the first Messenger of monotheism. I’m carrying my message from the Land which stands as firm as Mount Damavand with such cultural heritage as Mehregan and Norooz, from the Land of Arash and Cyrus the great, from Ahura-blessed Iran, the birthplace of Zoroastrians who have persevered wholeheartedly to flourish this Land. I submit my message to you, the honored audience, fragranced with utmost joy, love and affection
The very honorable and exemplary history and culture of Zoroastrians is rooted in and has originated from no other place than Iran. Iran is the motherland of Zoroastrians. Zoroastrians and Parsees like Manokji and Markar (May both rest in peace) who endeavored to extend and flourish such a great history and culture. We, likewise, must try to maintain and step up our identity since life and advancement would be futile regardless of a genuine identity. It is to be reiterated that:
“May I be sacrificed in preventing any loss to Iran”
We, Zoroastrians, wherever we live, are members of a family. Language, orthography, customs and traditions constitute our tangible cultural heritage. Of utmost significance are our spirit and morality, our credit and identity which form our intangible heritage. The significant issue which should be given due attention is the fact that the biggest capital of Zoroastrians is its human resources, especially the youth. All should strive for the development and growth of such a valuable asset. Proper instruction based on the teachings of Ashu Zaratushthra Spentemen, more appropriate application of our spiritual capital in addition to a better exploitation of the material capital can aid us on this path. For this sake, the important strategy would be utilization of all the capacities of Zoroastrians all across the globe to increase and enhance the efficacy of our human resources.
Being together, thinking together, and, in hardship, keeping together is key to this strategy. I hope such an attitude would be taken into account in all our social events.
I wish you all, my revered co-religionists, the best from Ahura Mazda and hope we can form deeper links and have more empathy with each other.
